First impressions are positive ones

Reactions to NYSSBA's Be the Change for Kids campaign

The "Be the Change for Kids" campaign will raise awareness on critical issues in New York State public education. The current system of school finance and operation must change in order for our public schools to continue the quality of education that our children deserve. In order for that change to happen, government, schools and communities must work in partnership to modify a system that places unsustainable burdens on the taxpayers and create a system that our government can afford to fund."

Town of Oyster Bay names Jane Ryan Distinguished Woman in Business

In honor of Women's History Month, the Town of Oyster Bay awarded women throughout the town with a town citation and a special pin for their accomplishments.

In Massapequa Park, Jane Ryan, a Massapequa School Board trustee and also a Certified Public Accountant and president of J.E. Ryan & Associates, Inc., was honored as a "Distinguished Woman in Business." For the past 15 years Ryan has worked throughout New York state providing financial and budgeting con­sulting services primarily to nonprofit organizations and schools. As an expert in reimbursement methodologies for special education, she has been recognized as a leader and has been asked to serve as an advisor on several governmental task forces to improve funding and services for children. RCM Manual Revisions (Year 09/10) which govern the reimbursable costs for Article 81 and Article 89 Section II Cost Principles Revisions:

14. A. (4) a. Compensation of Personal Services , 14. B (2) d. Fringe Benefits, 14. C. 1 (h) Pensions (GASB 45), 26. D. Grants (detailing teacher turnover lines) SED has indicated due to the late issuance of the RCM, implementation of changes in 14.A.(4) a. will be postponed until the 2010-11 school year.

We have reviewed the revised pages compared to the July 2008 manual and have found several items which may directly affect the reimbursement levels allowed within the reconciliation rates. This in conjunction with the revisions to the CFR Title Codes, (Calendar 2009), not yet issued for fiscal 2009-10 providers. Please contact us for more information...

OMIG Alert: Mandatory Compliance Provider Programs

With a deadline date extended to December 31, 2009, all providers billing directly or indirectly $500,000 and over in Medicaid billing were required to file online a Mandatory Provider Compliance Certification. In addition, please note the important requirement for all agencies billing Medicaid to perform exclusion testing for disqualified individuals on a regular basis. CFR Alert: Revisions to PTC Title Codes: Issued Calendar 2009 (not Yet Issued Fiscal 09/10)

The calendar year CFR Report includes important revisions to key title codes within the SED programs such as PTC 215 and PTC 237. The codes indicate degrees and qualifications necessary for many positions which have previously been silent. This may affect your calendar or fiscal reporting and therefore reimbursement. DOH Alert: Revisions to Reimbursement Rates

In accordance with Article 25 of the Public Health Law, new reimbursement rates have been established for early intervention services. These rates are effective April 1, 2010.
